Located at Lung Kwu Tan, Tuen Mun, the Cenotaph is established to commemorate the heroic deeds of 12 anti-Japanese martyrs of the Hero Group of the War of Resistance Against Japanese Aggression, including Liu Chunxiang, who sacrificed their lives in the battles in the waters off Lung Kwu Chau in 1943.

In September 2020, the Ministry of Veterans Affairs announced the third batch of famous anti-Japanese martyrs and heroes, including Liu Chunxiang and his fellow martyrs. The Cenotaph was completed in late April 2023, on the eve of the 80th anniversary of the sacrifice of Liu Chunxiang and his hero group. Standing 3.1 m tall with a solemn and dignified design, the Cenotaph has inscriptions engraved on the left and right sides recounting the heroic group's moving deeds and commemorative verses on the back. The Cenotaph is located on a viewing platform at a hilltop on the coast of Lung Kwu Tan, from where visitors can gaze out over the waters of Lung Kwu Chau where the anti-Japanese sea battles took place and pay tribute to those who lost their lives in combat.
